President and Chief Executive Officer of the YKK Corporation, Japan,Tadahiro Yoshida today appreciated Haryana’s industrial development saying that under the leadership of Chief Minister Bhupinder Singh Hooda, Haryana had touched new heights of industrial growth and had become a global platform for the multinational companies.
Speaking at a function after laying of the foundation stone of the corporation’s new unit and inauguration of Clean Development Mechanism Project by the CM at HSIIDC complex at Bawal in Rewari district, Yoshida said the company is setting up the second plant with an investment of Rs 366 crore and would be commissioned by March 2009.
After establishing its first plant in 1997, theYKK India had expanded its operations in 2001 and then in 2006. This new slider factory is the fourth expansion at Bawal. The CM said Japan is the fourth largest investor in India and Haryana accounts for about 70 per cent of the total Japanese investment in India.
Hooda said during three-and-a-half years of his government, Haryana has witnessed an unprecedented flow of investment and become the number one state in per capita investment. The CM appreciated the YKK for making Haryana its second home and taking up the Corporate Social Responsibility (CSR) initiatives in Bawal area. He assured the state government would provide all possible assistance. Hooda presented certificates to the CSR girl students.

The Haryana State Committee of the CPI (M) demanded that in view of the expose made in an American secret document, the Manmohan Singh Government should suspend operationalisation of the Indo-US nuclear deal.
In a statement, CPI (M) State Secretary Inderjit Singh said the “revelations made in the US letter” vindicated the objections raised by the Left parties and distinguished Indian scientists. He said the US State Department letter made a clear mention of at least seven vital points on which India’s interests had been compromised . These were the very points on which Prime Minister had assured Parliament that there would be no compromise.
The stand of certain Congress leaders was ridiculous that the contents of the said letter were an internal matter of the US having no bearing on the 123 agreement as it explicitly rejected any guarantee of fuel supply if India conducted a nuclear test. It further made it clear that the 123 agreement was in full conformity with the Hyde Act, Mr. Inderjit Singh added.

INLD leaders often complained of not getting a chance to put forth their views, staged walkouts
Haryana Congress’ fixation with Indian National Lok Dal (INLD) leader and former chief minister of the state, Om Prakash Chautala remained the central point of the three-day monsoon session of the Haryana Vidhan Sabha.
Vicious allegations and counter allegations flew thick and fast. But the cherished wish of the Congressmen to chide and deride Chautala and make him feel humbled and humiliated in the same House in which he had ruled once, could not be fulfilled. Vidhan Sabha Speaker, Dr Raghubir Singh Kadian ruled that the discussions on the Privileges Committee report will continue in the next session.
Congressmen eagerly awaited the presentation of the Privileges Committee report by Chautala’s bete noire, Karan Singh Dalal, in which it was recommended that Chautala be reprimanded in the House for his disorderly and disrespectful conduct. Sensing the revengeful mood of the Congressmen, Chautala chose to remain away from the Vidhan Sabha for most of the time, not giving any opportunity to the Congressmen to vent their ire.
“The House has the power to send police to bring Chautala to the Assembly for the reprimand if he tries the same stay away during the discussion on the Privileges Committee report,’’ said Dalal. In Chautala’s absence his deputy, Dr Sushil Indora had to face the wrath of the treasury benches. Indora spent his time staging walkouts along with other INLD members at regular intervals to show solidarity with his leader, even named a number of times by the Speaker.
INLD’s antics did help in grabbing media headlines. It was unfortunate that the precious time of the House and the huge expenditure that goes along with it, was wasted. Very few questions on policy matters were asked. Most of the questions related to trivial issues, or limited to needs and demands of a small area in some particular constituency. Petty politics took the better of discussions on even the supplementary demands.
The INLD leaders often complained that they were not given proper chance to put forth their views and staged walk outs. “They have not got any worthwhile suggestion to make and as usual they have come unprepared to the House,’’ said Randeep Singh Surjewala, Parliamentary Affairs Minister. Chief Minister Bhupinder Singh Hooda too chided the behaviour of the INLD legislators.
Although 12 bills were passed in the Vidhan Sabha this time, two of the bills pertaining to a check on the property dealers and on entry tax were very important. As expected no bill on the issue of a separate SGPC for Haryana was presented in the House. The monsoon assembly session will be remembered for the use of language such as ‘Fatichar’ for Om Prakash Chautala by Karan Singh Dalal.
When the INLD leaders present in the House strongly protested against the usage, Dr Raghubir Singh Kadian ruled that the particular word was not unparliamentary, leaving the protesters dumbstruck. Finally pangs of hunger made the Congressmen forget their anger and sensing their mood the House was adjourned.

Haryana Chief Minister Bhupinder Singh Hooda said offered to provide all facilities for setting up of Nano car project in Haryana after declaration of the Tata Group to shift the project from West Bengal.
Replying to the call-attention motion, put up by MLA Karan Singh Dalal on the ongoing monsoon session of Haryana Vidhan Sabha, Hooda said that Haryana was ready to provide all possible facilities to Tata for setting up their Nano car project in the State. New employment and other opportunities would be created for the development of the State if this project comes to Haryana. The Haryana Government would make the land available in the State, if Tata decided to bring this prestigious project to Haryana.
Hooda said that Haryana had emerged as an automobile components hub with many automobile companies setting up their units in the State. He said that Nano was a very famous and much awaited car and people have lot of craze for this economic and fuel efficient car. The Chief Minister said that Haryana was already a house to more than 50 per cent car manufacturers of the country and had major share in the manufacture of motor cycles, cycles, tractors and refrigeration units in the State. Haryana had emerged as a separate political entity of the Indian union in 1966 and in last 40 years about Rs 40,000 crore of investment had been made in the State.
On the contrary, in the last three-and-a-half years, Haryana has already witnessed an investment of Rs 40,000 crore and an investment of about Rs 90,000 crore is in the pipeline. He said that the present Haryana Government had targeted an investment of Rs 2 lakh crore in industrial sector so that around 20 lakh people could get employment opportunities in the State. Hooda said the Government had taken many steps to make the State investment-friendly.

To tighten its noose around unscrupulous manufacturers engaged in misusing ISI mark, national standard body Bureau of Indian Standards has decided to appoint private agencies for providing vital inputs so as to take tough action against the defaulters.
“We have decided to have a private agency or private detectives run by professionals including security agencies which will provide us critical information with regard to misuse of ISI mark by any type of industry,” BIS Deputy Director General, northern region, Bhupinder Singh said.
The main idea of roping in a private agency is to curb the practice of applying of ISI mark by manufacturers on their products without having valid licence for the same. “The area of operation of an agency will be restricted to carry out market survey in the trade and industry and find out if there is any misuse of ISI mark by any industrialist. After verifying the information provided by that agency, BIS officials will conduct raid on these manufacturers as part of its measures to stop this practice,” he informed.
Although the misuse of ISI mark has declined in the northern region over past few years, he said. “But there are some industries such as cables, bulbs, paint, plywood where the misuse of ISI mark is still prevalent,” he added. During this financial year, BIS has already conducted 10 raids on several north-based manufacturers for using ISI mark on their products without having licence and seized huge quantity of material.
Giving details, a spokesman of BIS said a team of BIS conducted raid on a Panchkula-based wire and cable manufacturing unit and found misuse of ISI Mark on wires and cables by manufacturing these products in the name of various manufacturers, without having a valid licence from the Bureau. The firm was also marking ‘As per ISI’ on the packing material as well. As per notification issued under Electrical Wires, Cables, Appliances and Protection Devices and Accessories (Quality Control) Order 2003, ISI marking on wires and cables is mandatory.
In another raid, BIS officials found a Sonepat-based submersible pump firm using ISI Mark without valid licence. BIS seized 12 submersible pumps of different ratings, 600 stickers bearing ISI Mark, 2,000 rating plates and five rolls of polythene wrapping. Similarly, a raid was conducted on a Ludhiana-based plywood maker and found misuse of the BIS standard mark on their product Plywood and Block Boards without having a valid licence from BIS.
According to the BIS Act, use of ISI Mark or any colourable imitation thereof without a valid licence is punishable with imprisonment up to one year or a fine up to Rs 50,000 or both. Almost 4,000 industrial units engaged in electrical, cement, sewing machine, cable, plywood and pipe fittings and operating in Punjab, Haryana, Chandigarh, Himachal Pradesh, Jammu and Kashmir and some parts of U.P. and Uttaranchal are registered with BIS northern region.

The Haryana Vidhan Sabha passed five Bills, the second day of the ongoing monsoon session.
The Haryana Regulation of Property Dealers and Consultants Bill, 2008, presented by Minister of State for Revenue Savitri Jindal, was passed after amendments in clause 17(1) and 17(2). The Bill relates to regulating the functioning of property dealers, property consultants and estate agents to protect the interests of persons using their services.
After enforcement of this Act, no property dealer or his representative partner or any employee without obtaining a licence shall enter into a transaction of sale, purchase, exchange, letting or taking on lease between the buyer and seller, lessor and lessee, landlord and tenant, including collection of rent in respect of immovable property, with anybody in any manner.
Further, no property dealer or his representative, partner or any employee shall purchase, directly or indirectly, any immovable property for which he had received or is likely to receive commission from the owner of such property except with prior permission of the collector. The Bill further mentions that an application shall be made to the Collector for grant or renewal of a licence in the prescribed form accompanied by fee.
It further clarifies that any dispute arising between the property dealer and any of the parties to the deal under this Act or the rules framed there under shall be decided by the collector on an application made by the aggrieved person. Any person who contravenes any provisions of this Act or any rule made there under will be punishable on first conviction with imprisonment and with fine which may be extended to Rs.50,000 on first conviction and from Rs.1 lakh to Rs.1.50 lakh in the event of second and subsequent conviction.
The Indian Stamp (Haryana Amendment Bill), 2008, was also passed. According to the Bill, the rate of stamp duty will be decreased from six per cent to five per cent on conveyance deeds and sale deeds. The Haryana Underground Pipelines (Acquisition of Right of User in Land) Bill, 2008, relates to laying of underground pipelines for carrying of water and gas in Haryana.
Two major projects such as 1,500 MW Indira Gandhi Super Thermal Power Plant and the 1,320 MW Thermal Power Plant are being developed adjacent to each other in district Jhajjar, which require immediate arrangement of underground piping for supply of water from Jawaharlal Nehru Canal at a distance of about 14 km from these projects, the House was told.
The Bhagwat Dayal Sharma University of Health Sciences Rohtak (Amendment) Bill, 2008, presented by Health Minister Kartar Devi, stipulates that the control and management of land and buildings should continue to vest in the Pandit Bhagwat Dayal Sharma University of Health Sciences, Rohtak.
The Haryana Salaries and Allowances of Ministers (Second Amendment) Bill, 2008, stipulates that keeping in view exigencies of work, a second car may be provided to the Ministers.

Haryana Chief Minister Bhupinder Singh Hooda said the list of Below Poverty Line families in the State had been released on the basis of a survey conducted in 2007 and persons who were still aggrieved could submit their representations to the concerned Additional Deputy Commissioners and Block Development Panchayat Officers (BDPOs) by September 30.
The officers have been instructed to dispose of these representations by October 15, he told mediapersons. He disclosed that “in total there are 47.59 lakh families in Haryana and out of these 12.96 lakh are BPL families — 8.58 lakh rural and 4.38 lakh urban families”.
Mr. Hooda said if the name of any ineligible person had been included in the list a complaint should be made against such person. In case the administration came to know of such cases of suo motu, an appropriate decision would be taken after giving an opportunity of hearing to such persons.
He said the villagers and urbanites had already been given two months to file their appeals/objections before finalising the list. He asserted that his regime had got a door-to-door survey conducted to identify BPL families through the Haryana Ex-Services League independently in rural areas. Prior to the field survey, every household was numbered by the gram panchayats and the photographs of the surveyed households were also taken by the Surveyors. The field work was completed during 2007.

Pandemonium broke out in the Haryana Vidhan Sabha during the presentation of the preliminary report of the Committee of Privileges concerning contempt of the committee by the Indian National Lok Dal leader and former chief minister Om Prakash Chautala.
Incidentally, in the preliminary report, the Privileges committee had recommended that Chautala be reprimanded in the House for his disorderly and disrespectful conduct during tendering the evidence in the meeting of the committee held on July 2 in respect of notice of breach of privilege given by Randeep Singh Surjewala, Parliamentary Affairs Minister. INLD members were up on their feet the moment Speaker Dr Raghubir Singh Kadian announced the presentation of the report.
All hell broke lose as the INLD members rushed to the well of the House shouting, “Tanashahi nahi chalegi, gundagardi nahi chalegi, Haryana sarkar murdabad.” Om Prakash Chautala was not present in the House when the report was being presented. Leading the charge, Dr Sushil Indora continued to demand that the report be taken back. Indora was vociforously supported by the rest of the INLD legislators.
The bedlam continued for more than 15 minutes, despite repeated request by the Speaker to calm the INLD members. When the infuriated INLD members continued to create a scene, the Speaker named four members one by one,namely Ramphal Chirana, Iswhar Singh Palaka, Gyan Chand and Balwant Singh Sadhora.
The other four INLD members immediately staged a walkout except Sushil Indora who continued to shout slogans against the dictatorial attitude of the ruling party members. At this point Congress MLA and Chairman of the Privilege Committee Karan Singh Dalal said it was most unfortunate that some of the members of the House had failed to respect the oath to protect the dignity and sanctity of the Constitution.
Castigating the INLD legislators, Dalal said, “Chautala has simply lost his mind. Even today he behaves as if he is some judge and we the convict. “Pahle bhi Chautala Vidhan Sabha ka tamasha banata raha hai. Aise logon ka sahi ilaj hona chahiye. Chautala ko House mein bulakar achhi tarah samjhana chahiye,’’ said Dalal. Making a scathing attack on Chautala, BJP’s Ram Kumar Gautam said, “Chautala ne Haryana ki arbon, kharbon ki sampatti looti hai.” Gautam appealed to Haryana Chief Minister Bhupinder Singh Hooda not to be lenient towards Chautala.
Radhey Shyam Sharma of the Congress too spoke against Chautala. Later the Speaker ruled that the matter would come up for discussion again tomorrow.

The Haryana Sikh Gurdwara Prabandhak Committee (HSGPC) on Tuesday said that many religious and political organisations from across the country have rendered support to the formation of a separate panel for the community in the state.
The representatives of these organisations will participate in the congregation of Haryana Sikhs in Karnal on September 7, where a body of HSGPC, comprising 45 members, will be declared, HSGPC President Jagdish Singh Jhinda said.
The decisions of the congregation, including the formation of the HSGPC, will be sent to the Haryana Chief Minister and Governor, the Union Home Minister and the President for their legal consent. Addressing a press conference here, he said almost all Sikh organisations and leaders of the community, barring SAD, were in favour of a separate Sikh organisation in Haryana.
Jhinda said SP leaders Mulayam Singh Yadav and Amar Singh, Lok Janshakti party leader Ramvilas Paswan and Haryana BKU leader Ghasi Ram Nain have assured their support for the cause.

Haryana Chief Minister Bhupinder Singh Hooda on Sunday announced to give a sum of Rs 5 crore for the flood affected people of Bihar.
While announcing this here, Hooda said that the people of Bihar had suffered a heavy loss of life and property caused by the unprecedented and devastating floods. The people of Haryana were with the Government and flood affected people of Bihar in this hour of adversity and tragedy.
The Chief Minister said that food and fodder was also being sending to the flood affected areas of Bihar by the people of Haryana. One rake of fodder from Karnal was likely to be dispatched by Monday.

Haryana Chief Minister, Bhupinder Singh Hooda urged the Union Defence Minister, A.K. Antony here on Friday to open military school at village Matanhail in district Jhajjar, the foundation stone of which was laid by the then Union Defence Minister, George Fernandes.
The Chief Minister made this request to the Union Defence Minister at a function organised at village Gokhra in district Rewari where A.K. Antony laid the foundation stone of a Sainik School. This would be the second Sainik School in Haryana and 24th in the country. One such Sainik School is already functioning at Kunjpura in Karnal district of Haryana.
While addressing a large gathering on this occasion, A.K. Antony was all praise for the Haryana Government saying that it is the fastest developing State of India and had been contributing maximum soldiers in the armed forces. Other States in the country should follow Haryana in formulating and in implementation of the welfare schemes for the serving soldiers, ex-servicemen and their dependents, added the Union Defence Minister.
Antony announced that after opening a new Department in the Union Ministry of Defence for the ex-servicemen, the Central Government would soon set up an ex-servicemen Commission to recommend various welfare schemes for the ex-servicemen and their families. After removing the anomalies in the recommendations of the sixth pay commission, which was being implemented from next September 1, about
Rs 6000 crore more had been earmarked for the serving defence personnel and ex-servicemen. While stressing the need to channelise the energy of the youth with discipline, the Union Defence Minister "Sainik schools are today one of the major vehicles to carry forward the movement of mass discipline in our society."
He said that the new school would commence its functioning from the next academic session with about 120 boys initially in class sixth and seventh. The number of students in the school would increase gradually. He also assured that the construction of the school building and appointment of the staff would be started at the earliest.
Haryana Chief Minister thanked the Congress President Sonia Gandhi, Prime Minister Manmohan Singh and the Union Defence Minister for fulfilling the long standing demand of the school and said that Haryana had become the third State in the country after Bihar and Karnataka to have two sainik schools. Hooda said that the State Government would also incur Rs 1.50 crore every year for the functioning of the school.
