Disgraced former Haryana DGP S P S Rathore, in jail for molesting Ruchika Girhotra, has moved the Central Administrative Tribunal ( CAT) for resumption of his pension, withheld by the ministry of home affairs after his conviction.
Rathore has pleaded that stopping his pension was discriminatory and cited Punjab 'super cop' KPS Gill's case. Rathore said when Gill, who was convicted of outraging the modesty of a woman, can continue to get his pension, why can't he? The tribunal has issued notice to MHA returnable by October 19.

Former Haryana DGP S.P.S. Rathore will have to undergo his 18-month prison term, with the Punjab and Haryana High Court on Wednesday dismissing his plea challenging the sentence awarded to him for molesting a 14-year-old girl 20 years ago.
Justice Jatinder Chauhan also dismissed a petition by 68-year-old Rathore, who is undergoing the sentence in high-security Burial Jail here since May 25, seeking release on probation. The Sessions Court here had enhanced his six-month imprisonment awarded by a trial court in December last year to 18 months in jail on an appeal by the CBI and the girl’s family. Rathore’s escape with a lighter sentence had sparked an outrage.
The budding tennis player had committed suicide three years after being molested by Rathore on August 12, 1990. Rathore’s lawyer-wife Abha Rathore had filed the review petition on his behalf in the High Court on May 26 seeking bail, a day after he was sentenced and jailed.
Hailing the verdict, the teenager’s friend and only eyewitness in the case, Aradhana, said, “Justice has prevailed. I really appreciate the judiciary for taking such a stand.... It has really strengthened the people’s confidence in the judiciary once again.”

Haryana government has decided to provide temporary ration cards to people identified as 'homeless' in a survey conducted by the government and these ration cards will be valid for one year.
The ration cards will also be provided to brick kiln workers through a campaign to be launched in November. This was stated at a meeting of Committee of Secretaries on Rural Development presided Chief Secretary Urvashi Gulati here today, an official release said.
Gulati said the ration cards to the homeless and brick kiln workers would ensure availability of foodgrains at highly subsidized rates to the poor sections of the society.

It has been nearly 150 years since anyone from Barwas or Jhuppa Kalan - neighbouring villages in Bhiwani district - shared a meal or even had water in the other village.
However, this unusual boycott is set to end on November 17 when people from both villages will get together to enjoy a feast. This restriction dating back to a century-and-a-half is going to end thanks to the efforts of a youth who happened to attend a marriage in Barwas village recently and came to know of the curbs.
He prevailed upon the panchayat of Sisodian khap 84 (comprising 84 villages) to broker peace between the two neighbours. This unwritten ann-jal (grain and water) boycott was the outcome of a turf war between purohits (Brahmin priests) of the neighbouring hamlets. Purohits of Jhuppa Kalan used to perform rituals in the houses of their hosts in Barwas village. This apparently upset Brahmins of the latter village.
The situation became so bitter that some members of the Brahmin community of Jhuppa Kalan waylaid a purohit on the outskirts of the village and dumped him after tying his hands and feet. To prevent possible clashes, the village elders decided to impose curbs on residents enjoying the hospitality of people in the other villages, which are prevalent even to this day.
However, this will end soon. The caste panchayat, brokered peace between the two villages during a meeting at Jhuppa Kalan village, where both sides agreed to bury the hatchet and to do away with the boycott. Announcing the end of 'hostilities', Amar Chand Chainhar, pradhan of Sisodian khap 84, said after the meeting, "They have decided to resume ties and will host a feast on November 17."
Satyapal, a Brahmin youth of Jhuppa Kalan village, told reporters that though they used to attend social functions in Barwas village, they never partook food or water there. A youth who went for a function in Barwas village about a month ago was not aware of this and almost violated the boycott, but was stopped by the elders accompanying him. Surprised at this pointless bar, he sought the intervention of the khap panchayat to end this drought in ties, and succeeded.

Congress general secretary Rahul Gandhi said that he did not consider himself the Prime Minister-in-waiting but one need not to be a PM to start understanding and solving the problems in the country.
He was replying to the question of a teacher fromthe Guru Jambheshwar University who described him as the future Prime Minister of India and asked him about his vision of India and how he proposed to achieve that.
Rahul Gandhi said there were two Indias on account of economic disparities and the youth should come forward to change this situation. He said he was going around the country to understand the problems deeply so that the cases for solution of these problems could be taken up with State Governments on the basis of facts and figures.
Addressing the students of Haryana Agricultural University and the Guru Jambheshwar University at a closed door conference of about two thousand students in the Indira Gandhi Auditorium of the HAU, the Congress leader said that farmers must get maximum compensation for the acquisition of their lands and the Haryana Government’s policy in this regard is commendable. He said tribal lands in Odisha were being acquired for personal interests ignoring the rights of the tribals which was a matter of high concern.
Rahul Gandhi charmed the students’ community during his hour long lecture where he dwelt upon the problems of the nation and exhorted the students to change the politics of the nation and end corruption in public life. Rahul Gandhi who began his Hisar-Karnal-Kurukshetra tour from Hisar around mid-day also fielded four questions from the students’ community. He said students can join the NSUI to be part of the constructive politics to take the nation ahead.
A student asked Rahul Gandhi how the situation arising out of caste violence and the politics of reservation can be tackled in the country. He said poverty and corruption are the biggest problems in the country and the system and politics need to be changed radically to tackle these problems.
He said about 70 per cent population consisted of Dalit communities while their share in jobs and even educational courses was far below. He asked students of general communities in the audience to raise their hands. Rahul’s point was proved as all but about a hundred Dalit students raised their hands.

A high level Parliamentary panel, which visited Mirchpur village where several houses of Dalit families were burnt, killing two persons, has sought strict action against top police officials, and has also expressed anguish over the way the entire episode was handled by the local administration and the State Government.
Though Chief Minister Bhupinder Singh Hooda acted swiftly in controlling the situation and giving adequate compensation to the victims, the Parliamentary panel is learnt to be livid over not fixing the responsibility at the top level and initiating actions against the higher ups.
The Parliamentary Standing Committee, headed by senior CPI leader and Rajya Sabha member D Raja, had visited the village on July 2 to take stock of the situation. The panel for the welfare of Scheduled Castes and Tribes will submit the report in Parliament on Monday. “The incident was unfortunate. We are of the firm view that the situation was not handled effectively. The accountability was not fixed at the top level,” D Raja told reporters New Delhi, refusing to elaborate more.
“What we observed prima facie is that the policemen colluded with the dominant local community and attacked Dalit houses. Even on Thursday the Supreme Court rapped the Haryana Government for not acting against the accused,” said Raja. “Wait for the report to be tabled in the House. It is in the final stage,” added Raja, saying that the Haryana Government should ensure that such incidents do not recur at all. “The safety and security of Dalits continues to be a matter of concern,” said Raja.
Asked about the delay in submitting the report, Raja said: “There is no deliberate move to delay the report. It was late when we got certain information from the State and district administration. We will ensure the recommendations of the report are taken seriously and implemented as well.” The 13-member Parliamentary Committee, after taking note of the horrendous incident that happened at Mirchpur village in Hisar district on April 21, visited the village on July 2 to have a first hand information on the facts ‘leading to the incident, the situation prevailing there and the steps taken by the State administration.’
The incident had claimed two lives — Tarachand and his physically handicapped daughter of Class XII — were burnt to death when their houses were set on fire allegedly by the members of a dominant local community. “The local administration said the issue of dog triggered the attack. The attack would have happened anyway. It was waiting to happen. The police colluded with the dominant castes,” stated Raja.
Raja said the committee had prepared the report after an exhaustive study - visits to the place of incident and the homes of Dalits and interacting with the affected. The panel also inquired from the State Government on police inaction, the compensation paid, and the deployment of police to prevent recurrence of such a crime and plans to rehabilitate the Valmikis who are not willing to return to Mirchpur.
