Haryana Chief Minister Bhupinder Singh Hooda hit out at the neighbouring state of Punjab for its ''misleading'' role on various inter-state matters.
The Chief Minister, while concluding the discussion on Governor's address in the State Assembly, mentioned in this regard the issues related to the joint capital of Chandigarh and the Chandigarh airport in which the two states had equal stakes.
Asserting that Chandigarh belonged to Haryana as much as it belonged to Punjab, Mr Hooda pointed out that in a recent meeting of Chief Ministers in New Delhi, Punjab Chief Minister Parkash Singh Badal raised the capital issue saying Punjab did not have its own independent capital.
Mr Hooda said, ''My reply was that in case they needed a separate capital, they should make it outside Chandigarh.'' On the issue of Chandigarh airport, he took strong exception to the Punjab government's move to mention Chandigarh International Airport as Mohali International Airport in some of its recent advertisements. ''No airport with the name of Mohali International Airport existed in the country,'' he said.

Haryana Vidhan Sabha Speaker H. S. Chatha said that the 35 suspended opposition MLAs could return to the House as the Leader of the House, Chief Minister Bhupinder Singh Hooda, had formally conveyed on the floor of the House that they be allowed to come back in the interest of democracy.
Mr. Chatha had suspended the entire opposition MLAs on Monday following acrimonious scenes and three adjournments as they persisted in seeking an adjournment motion to discuss “spiralling price hike''. BJP's Kavita Jain had escaped the “suspension'' as she was not present in the House.
Intervening during Zero Hour when Ms. Jain sought revocation of the MLAs' suspension, Mr. Hooda urged the Speaker to call back the 35 MLAs. Mr. Chatha asked Ms. Jain to call back her colleagues following the intervention of Mr. Hooda. Interestingly, she sought a clear-cut revocation of the suspension order before her colleagues could return.
She left the House and later again sought a formal ruling on the issue. Mr. Hooda said the verbal directive by the Speaker amounted to revocation of the suspension. However, Ms .Jain walked out of the House. The opposition members did not respond to the verbal directive and, led by Leader of the Opposition, Om Parkash Chautala, called on Haryana Governor Jagannath Pahadia at Raj Bhavan and submitted a memorandum seeking his intervention to revoke the suspensions.
Mr. Chautala said the suspensions were “unjustified'' as the MLAs were only exercising their democratic right while demanding an adjournment motion to discuss the burning issue of “spiralling price rise''. Mr. Chautala later told newsmen that the Governor had heard them patiently and assured that he would look into the issue.
He alleged that the Congress regime had acted in a “pre-planned manner'' to ensure that the opposition legislators were “kept out of the House.'' Meanwhile, Mr. Hooda urged the opposition parties to play a constructive role in the Vidhan Sabha.

We condemn the Opposition's behaviour. I would not be exaggerating if I call their conduct as shameful. They would have got so many opportunities to raise issues but they chose to disrupt the proceedings," Chief Minister B.S. Hooda told reporters at a press conference.
Replying to a question, he said the Speaker can consid- er revoking the suspension of Opposition MLAs for the Budget Session if a request is made. "We always want the everyone should get an opportunity to express him- self in democratic set-up," he said.

Alleging that police action during the Haryana Janhit Congress (HJC) rally three days ago was at the behest of the Central and Haryana government, as many as 11 party supporters along with HJC chief Kuldeep Bishnoi sat on a relay hunger strike at the Rally Ground in Sector 25.
While they are demanding a judicial inquiry into the case, the leaders claimed that they will sit on hunger strike till the end of the Vidhan Sabha session. The protest rally of HJC, comprising nearly 5,000 party supporters, had turned violent after a clash broke out between workers and the police personnel at the Rally Ground, leaving as many as 75 persons, including 34 cops, injured, here on Friday afternoon.
Bishnoi said today that they have demanded a compensation of Rs 5 crore from the government for damaging their private vehicles which were parked in the ground after prior approval. “All that happened on March 5 was at the behest of the Central and the Haryana government. When we went to the police station to get a complaint registered, no action was taken.
Not only this, we wanted to meet the governor today, but were told at the last minute that he was busy,” said Kuldeep Bishnoi. He further added, “Despite prior approval from authorities, police officials damaged as many as 1,000 parked private vehicles of our party. We would not only demand a judicial inquiry into the matter but will also seek a compensation of Rs 5 crore for those who were injured in the clash.”
Those who sat on hunger strike today included former minister Dharampal Malik, Ran Singh Mann, former MLA Kusum Sharma from the Women’s Wing, Panchkula councillor Dalbir Singh and Shashi Sharma. “We will be going to the constituencies of the four party MLAs who joined hands with the Congress government to thank voters for supporting us during the elections,” said the HJC chief.
While heavy security arrangements were made by the local police to tackle any untoward incident on Monday, the first day of the hunger strike passed off peacefully. Later in the day, Bishnoi left for New Delhi where he along with four other HJC leaders including his father Bhajan Lal and Dharmapal Malik will hold a silent protest against the clash by sitting near the statue of Mahatma Gandhi at the Parliament House on Tuesday.

The Haryana Vidhan Sabha witnessed pandemonium, three adjournments by Speaker H. S. Chatha and suspension of 35 Opposition MLAs, including BJP and Indian National Lok Dal-Shiromani Akali Dal members, for the rest of the ongoing Budget session. However, BJP MLA Kavita Jain and lone Haryana Janhit Congress MLA Kuldeep Bishnoi were not present in the House.
The trouble arose during Zero Hour when the BJP and INLD members pressed for immediate acceptance of their separate requests for an adjournment motion to discuss the spiralling price rise. Infuriated by the Speaker's ruling that the two requests had been converted into a call attention motion and would be taken up on Tuesday, the Opposition MLAs led by Anil Vij (BJP) and Ashok Arora (INLD) stormed into the well of the House shouting anti-Government slogans .
In the din that ensued, the Speaker, who could be heard issuing warnings that he would name the members if they did not sit down, adjourned the House for half an hour. However, history virtually repeated itself and after two more adjournments Parliamentary Affairs Minister Randeep Singh Surjewala brought a resolution seeking suspension of the opposition MLAs for the remainder of the Session. Mr. Chatha immediately accepted the plea and ordered the suspension of the 35 Opposition MLAs including former Chief Minister Om Parkash Chautala and his two sons, Ajay Singh and Abhey Singh.

The Haryana Government is contemplating imposing 5 per cent surcharge on value added tax (VAT) to mobilise additional resources in the state.
"The authorities have more or less decided to impose the surcharge on most goods. A bill is likely in the current session," according to sources. The surcharge is estimat- ed to generate additional rev- enue of more than Rs 350 crore a year. In February, the Punjab Government had also levied surcharge at the rate of 10 per cent on all goods other than those specified as "declared goods".
Haryana Excise and Taxation Department officers are, how- ever, tight-lipped on the mat- ter. The state government had last month raised the VAT rate on select commodities from 4 per cent to 5 per cent for additional revenue mobilisa- tion of more than Rs 300 crore per annum. The state government is also considering hiking bus fares, imposing charges on outdoor publicity through billboards and increasing change of land use charges and - licence fee to augment revenue collection.

Haryana Chief Minister Bhupinder Singh Hooda today announced three awards to honour and inspire women of the state on the occasion of International Women's Day.
Hooda, who was speaking at a function organised here to honour outstanding women of Haryana said that the first such award carrying the prize money of Rs one lakh will be known as Indira Gandhi Mahila Shakti Puraskar.
The second award will be known as Kalpana Chawla Shaurya Puraskar. It will carry Rs 51,000 in cash and would be awarded to commemorate the memory of Haryana-born astronaut Kalpana Chawla. The third award will be named after first woman Speaker of Haryana assembly Shanno Devi and it would also carry Rs 51,000 in cash.

Marriage between a boy and girl of same clan was annulled by a Panchayat held at Bhiwani, Haryana on Sunday. Former Haryana Chief Minister Hukam Singh was also present at the gathering.
Although, the former Chief Minister wasn’t a part of the decision-making body, but he was in full agreement with the judgement. He said, “We can't allow this, they (the couple) have to break it(the marriage) or face action. This can never be allowed; this is our law.”
The couple has been instructed to annul their marriage within a week. The Panchayat has barred the couple from selling their land and has threatened to take over their property in case decide to leave the village. While the newly weds, fearing for their lives, have fled to Rajasthan their family back home is ostracised.
“What can we do? We are not safe here. Panchayat is against us and the entire village,” said Randhir Singh, father of the Sribhagwan- the groom. Caste based Panchayats of rural Haryana are known for their unfair decisions but the recent verdict stands apart as a former Chief Minister of Haryana attended the ‘khap’ Panchayat, showing the dominance of this illegal system of justice where diktats are pronounced and couples marrying out of their castes are separated forcibly.
Former chief minister Hukam Singh, who was in power in Haryana in the early 90s, walked in during the ‘khap’ in Phogat Barah, a conglomerate of 19 village dominated by people of the Phogat ‘gotra.' He expressed his solidarity with the khap's diktat against Shribhagwan Legha and Anita of Samaspur village of Bhiwani district.
“The relationship will not be approved under any circumstances. We are hopeful that the couple will realise their mistake and snap their ties. The boy's father Randhir Singh has been asked to accompany two khap delegates to Jaipur to get the couple back,” Hukam Singh said.

Haryana Janhit Congress (BL) president Kuldeep Bishnoi has demand- ed a judicial inquiry into the police "brutality" against protesting party workers, action against officials and policemen who ordered and indulged in violence and compensation for damage caused to vehicles of his supporters.
Bishnoi said that his party workers were protesting peacefully, but the police unleashed unprecedented vio- lence on them and deliberate- ly damaged their vehicles.
"There is adequate evidence in the form of photographs and video footage to nail the officials and policemen respon- sible for such irresponsible behaviour," he said in a state- ment.
He said that a party delega- tion would meet the Governor on Monday to draw his atten- tion to the police violence dur- ing the HJC demonstration held at Chandigarh on March 5. The party was protesting against the delay in action against five of its MLAs who "defected" to the ruling Congress and failure of the Congress governments at the Centre and in Haryana to curb price rise.
"We had taken permission from the city authorities, but they shunned their responsi- bility and acted in connivance with the Haryana Government. Policemen from Haryana and Punjab were deployed and permitted to beat up the protesting workers brutally," he alleged. The party has also demanded withdrawal of false cases registered against its workers.

Former Haryana DGP SPS Rathore, convicted in the Ruchika molestation case, says he is ready to undergo a narco analysis test if the family of the victim and a sole eyewitness also take the same test.
67-year-old Rathore made the conditional offer to clear what he claimed were "lies" being spread against him by the family of 14-year-old Ruchika Girhotra and her friend Aradhana, the eyewitness. Ruchika committed suicide in 1993, three years after being molested by the IPS officer.
"It's my moral duty to offer myself to the narco test, provided that Ruchika's father S C Girhotra and brother Ashu, Anand Prakash, a family friend of the Girhotras, his wife Madhu and sole witness in the case Aradhana(Anand's daughter), also undergo the test," he has said in a recent communication to the state government.
